Noise is still governed by MCS 020 at the neighbouring window. If you are in a flat, none of this displaces your lease or the freeholder's consent. Derby's character changes every mile, so which of the 2025 changes helps depends entirely on the street — terraces gain from the boundary change, suburbs from the size limit.
