Leeds has an unusually broad housing stock. Back-to-back terraces remain common in Harehills, Burley and Beeston; substantial Victorian and Edwardian villas fill Headingley, Roundhay and Chapel Allerton; and the city centre and South Bank hold a large and growing apartment sector, much of it conversion.
What that means for the installation
Back-to-backs are the distinctive Leeds challenge. With no rear elevation and no rear access, the outdoor unit has to go on the front or gable, or on a flat roof where one exists, and that changes both the planning position and the acoustic design. The large villas are the opposite problem — plenty of room, and a multi-split is usually the efficient answer for several bedrooms. Apartments depend on the lease as much as anything.
Planning in Leeds: what changed in 2025
The most useful part of the May 2025 reform, for anyone buying comfort cooling rather than heating, is that air-to-air systems used to cool a property became permitted development for the first time. Previously only heating-only heat pumps qualified. The one-metre boundary rule went at the same time, the size limit rose to 1.5 cubic metres and detached houses gained a second permitted unit. Noise is still governed by MCS 020 at the neighbouring window. If you are in a flat, none of this displaces your lease or the freeholder's consent. Leeds spans back-to-backs to city apartments, so the answer varies street by street — and for flats the lease and freeholder consent still matter more than planning.
